Moscow:\u00a0 Russian President Vladimir Putin chaired a meeting of the Commission on Military-Technical Cooperation with Foreign States at the Kremlin, reviewing the results of 2025 and outlining plans for the coming years.<\/p>\n
Addressing senior government officials and defense industry leaders, President Putin said Russia\u2019s military-technical cooperation system continued to operate effectively despite growing pressure from Western countries aimed at disrupting Russia\u2019s defense partnerships.<\/p>\n
He noted that although Western states attempted to block and slow down cooperation with Russia, export contracts were largely fulfilled. According to Putin, Russian military products were delivered to more than 30 countries worldwide in 2025, generating over $15 billion in foreign currency revenue.<\/p>\n
The president emphasized that these revenues provide additional opportunities to modernize defense industry enterprises, expand production capacity, and invest in advanced scientific research. He also highlighted that a significant portion of output at defense enterprises consists of civilian products.<\/p>\n
Putin stated that Russia has secured a solid portfolio of new export orders, demonstrating not only the resilience but also the long-term effectiveness of the country\u2019s military-technical cooperation system. He stressed that Russian weapons have proven their reliability in real combat conditions, strengthening Russia\u2019s position as a trusted developer and supplier of advanced arms.<\/p>\n
The president expressed gratitude to the Federal Service for Military-Technical Cooperation, Rosoboronexport, and defense industry workers for their professional efforts.<\/p>\n
He further announced that under the new federal project titled \u201cDevelopment of Russia\u2019s Military-Technical Cooperation with Foreign States\u201d for 2026\u20132028, additional state support measures will be introduced. Putin said military export volumes in 2026 are expected to increase significantly under the approved plan.<\/p>\n
Special attention will be given to expanding military-technological cooperation. Currently, more than 340 joint projects are being implemented or developed with 14 foreign states, aimed at improving existing weapons systems and developing new models demanded on global markets.<\/p>\n
President Putin also highlighted cooperation with CIS and CSTO member states as a strategic priority, particularly as Russia assumes the chairmanship of the Collective Security Treaty Organization (CSTO) from January 1, 2026.<\/p>\n
He added that new prospects are opening for deeper military and technical cooperation with countries in other regions, especially Africa. Despite Western pressure, African partners have shown readiness to expand cooperation with Russia, including arms supplies, servicing previously delivered equipment, and licensed production of Russian military products.<\/p>\n
